New runs that would exceed it are refused before they start, with a clear reason. Running executions aren’t interrupted, and scheduled skips are recorded.

Yes. Upgrades apply immediately; downgrades apply at the end of the period and are checked against your current usage.
Q.03What counts as a test execution?
One run of one suite or one individual test, whether started manually or by a schedule.
